Dr Phil Coogan 

Ed D
Dr Coogan is a well-respected educator and academic, with a background in secondary school English teaching.  He brings to the team a wealth of experience within the education sector.  Before joining Cognition, he was Director of Unitec in Schools, a professional development consultancy and contracting service. Prior to that, he developed and led the Unitec Secondary Teacher Education Programme, where he lectured in English and assessment and qualifications. Dr Coogan has forged a considerable reputation with his creative approach to leadership of  online curriculum communities. This has included directorship of English Online, ESOL Online, Arts Online and Social Studies Online. He has also directed contracts focusing on ICT strategic leadership, the pilot of e-asTTle, Assessment for Learning, and is currently leading contracts focused on Board Training and Support, the INSTEP teacher education project and the Qatar Senior Secondary Assessment Project. His research interests include the impact of high-stakes assessment on innovation in secondary schools, especially innovations such as the introduction of ICT for learning.

dr barbara disley

Dip Health Management, BA Hon Special Education (Sydney), ph.D philosophy (Sydney)

Barbara has worked extensively in the areas of mental health and education. She was the Chief Executive of the Mental Health Foundation, and1996, she became inaugural chair of the Mental Health Commission, providing advice to the Minister and monitoring the provision of mental health services. In 2002, Barbara joined the Ministry of Education as Deputy Secretary with responsibility for the funding and provision of special education services for children and young people. A Churchill Fellow and a Fellow of the New Zealand Institute of Management, she was made a life member of the New Zealand Association of Adolescent Health and Development for her outstanding contribution to the promotion of healthy development of rangatahi/young New Zealanders. In 2005 she received The Mental Health Services (THEMHS) individual award for exceptional contribution to Mental Health Services in New Zealand.

chris sullivan

B.Ed, Dip Tchg.
Chris is an experienced educator who has worked extensively in New Zealand, England and the Gulf States. His range of experiences include work as international contracts manager, curriculum advisor, school management advisor, associate principal and teacher, author, and facilitator.
Chris has had responsibility for planning, implementing and reviewing diverse schooling improvement and learning projects in New Zealand and offshore. He has presented widely at national and international conferences including the International Congress on School Improvement and Effectiveness.
He has published a number of books on curriculum planning, behaviour management, and assessment.  He is also a trustee of the New Zealand Youth Mentoring Network.

PIP ARNOLD
BSc, M Ed Stu (Mathematics Education), Dip Tchg

Pip Arnold joined Cognition in 2010 bringing with her an extensive background in mathematics and statistics education, teacher professional development, curriculum development and assessment. Pip is developing the senior secondary guides – mathematics and statistics for TKI. Pip’s background in teacher professional development started in 1990 when she trained as a workshop leader.  Since then, she has coordinated and presented many workshops, covering wide-ranging topics such as a focus on teaching and learning through to assessment and departmental management.  Before joining Cognition Pip worked as a secondary mathematics facilitator for Team Solutions.  She was also a member of the curriculum writing group for Mathematics and Statistics, and was the lead writer in developing tier two support material for the statistics strand of the Mathematics and Statistics learning area in The New Zealand Curriculum (2007) for levels six to eight.  Most recently Pip has been a member of both the Mathematics and Statistics NCEA realignment writing group, and the assessment development team for Mathematics and Statistics.
